Where a policy record attests an endorsement but records no form number, Coily says exactly that, in the pane and on the Verification Report, and never names a form it has not read. Anything that turns on which form it is, completed operations against ongoing operations, goes to a licensed human instead of onto the certificate.
The receipt
Every certificate carries its proof.
The moment a certificate issues, Coily freezes its evidence: the policy snapshot it issued from, the endorsement forms it cited, and a tamper-evident hash. So when a question arrives eighteen months later, the answer is a lookup, not a reconstruction.
